The idea of this poem is that you should express your feelings to be able to feel them more, because thought has power over feeling. I think that what the author is trying to say is that it takes time to practice feeling things. It takes time to go through the things you are feeling, until you are able to feel them more. A heavy suit of clothes can’t make me feel any more. A heavy suit of clothes can't make me feel anything.
